The site originally had a version for each state, with links specific to a national audience, a state-wide audience, or both.

The site owners wanted the ability to manage the links on the site in an intuitive way. Therefore, Pat developed a link editor right into the site. The links could be edited right from a page, and the link could be assigned to any of the state versions of the site.
